Navy: fund your exam through Navy COOL.

Navy COOL is a voucher program for enlisted Sailors. Once your command approves, it pays your certification exam fee directly to the credentialing body. Here is how to set it up, and how the prep fits in.

Who qualifies

Enlisted Sailors on Active Duty, Full-Time Support (FTS), or Selected Reserve (SELRES), pursuing a credential mapped to your rating (or qualifying through an approved alternate path). Officers are generally not eligible, with a narrow Prior-Enlisted Officer exception added in 2025.

Step by step

Five steps through Navy COOL.

  1. Find the credential in Navy COOL

    Log in to Navy COOL and confirm your target credential (for example, PMP) is mapped to your rating and shows the funding icon, and that you meet eligibility.

  2. Confirm you can test

    Contact the testing agency (PMI, delivered through Pearson VUE) to confirm the exam is available at a date and location you can attend. Navy COOL wants this checked before you request funding.

  3. Complete the funding request and get command approval

    Download and complete the Certification & Licensure Funding Request (OPNAV 1500/57) from Navy COOL. Your Commanding Officer or a command-designated approving official (E-7 or above) validates your eligibility and approves the request.

  4. Submit before you test

    Send the fully endorsed request to the Navy Credentials Program Office before you start, schedule, or obligate the exam. Requests submitted after you have committed to the exam are not funded.

  5. Take the exam and report your results

    Once approved, the Navy pays the exam vendor. Schedule and sit the exam (often at an on-base Pearson VUE test center), then report your results back through Navy COOL as instructed.

Where we fit: Navy COOL covers the exam, not the prep. Your PM 4 Life boot camp is a separate cost, which you can self-pay or cover through another option on our funding page.
